Which GoHighLevel plan should a beginner start on?

Almost always the free trial first, then Starter at $97 a month. Starter gives you the full toolset for one business with a capped number of sub-accounts, which is plenty until you are managing marketing for other people.

What is the difference between Starter and Unlimited?

Starter caps how many sub-accounts you can create. Unlimited removes that cap and adds the branded desktop app, so it becomes the right plan once you are running four or five client accounts.

Do I need the $497 SaaS Pro plan?

Only if you want to resell the platform as your own software. SaaS mode, automatic account provisioning, and rebilling usage with your own markup are exclusive to that plan. If you sell services rather than software, Unlimited is enough.

Can I change plans later?

Yes. Plans are month to month and you can upgrade or downgrade in the account settings, so start at the level that matches what you are doing this month rather than what you hope to do next year.

Is the monthly plan price the whole cost?

No. Phone numbers, calls, SMS, email sending, and AI features are usage-based and billed on top from a prepaid wallet. For most small agencies that is tens of dollars a month, but it is never zero - measure it during the trial.
